General Rules for Toilet and Clothes Washing Machine Rebates

 CITY OF THORNTON

rebate Requirements

House Bill 06S-1023, which Governor Bill Owens signed into law on July 31, 2006, restricts who may receive public benefits in the State of Colorado.  This law  adds a requirement for the City of Thornton rebate applications for clothes washing machines, toilets, and the showerhead exchange program.

Under the law, anyone 18 years of age or older must prove lawful presence in the United States in order to receive non-emergency public benefits.  This applies to City of Thornton rebates.

 In order to prove lawful presence in the United States, you must produce one of the following forms of identification: 

·         a valid Colorado driver’s license (includes only a current driver’s license; minor driver’s license, probationary driver’s license, commercial driver’s license, restricted driver’s license, instruction permit or identification card);

·         a valid Colorado identification card;

·         a United States military card;

·         a United States military dependent’s identification card;

·         a United States Coast Guard Merchant Mariner card;

·         a Native American tribal document;

In addition, you must sign an affidavit stating either: (1) you are a United States citizen; or (2) you are a legal permanent resident of the United States; or (3) you are otherwise lawfully present in the United States pursuant to federal law.  A blank affidavit is attached to the rebate application.

Please bring a photocopy of your identification (in one of the forms listed above) and your signed affidavit along with the other rebate paperwork to:

Mailed copies of identification will not be accepted.  This information will remain confidential.  The name on the identification must match the name of the Utility Billing account and the rebate application.

General Rules

 v      The replacement toilet or washing machine must be new and for use in a residence located within the City of Thornton water service area.

 v      Participants must be City of Thornton water customers with current, non-delinquent accounts.

 v      Participants must provide proof of their lawful presence in the United States according to provisions of Colorado Law (Immigration Law, HB 06S-1023).

 v      The program applies to fixtures purchased after May 1, 2003.

 v      Incomplete applications and those without a copy of the purchase receipt(s) and required photographs will be denied.

 v      Site may be subject to inspection by City of Thornton staff, which will be scheduled prior to rebate being issued to the account.

 v      Rebates are offered on a first-come, first-served basis and are subject to the availability of funds.

 v      Washing machine rebates are limited to one new machine per household.  To qualify for a rebate, the washing machine must be on the list of Qualifying Clothes Washers.  Most front load clothes washers qualify.  Leased clothes washers are not eligible for rebates.

 v      Toilet rebates are limited to two new fixtures per household. A rebate of $100 will be credited to the account for the first new toilet installed and an additional $100 rebate will be credited to the account for the second toilet installed.

 Waiver of Warranty

The City of Thornton makes no representations or warranties regarding any make or model of approved appliances, including any warranties of merchantability, or fitness for a particular purpose or water efficiency. This rebate program is subject to change and/or discontinuation without notice. The City of Thornton reserves the right to inspect installation on the premises or request additional information or documentation as needed. The City of Thornton is not liable or responsible for any act or omission of any contractor whatsoever, nor is the City of Thornton responsible for the condition of the plumbing and electrical wiring on the homeowner’s side of the meters now or in the future.
