An Ordinance adopting the Second Amendment to the 2009 Budget amending Section one of Ordinance 3081, making appropriations for the City of Thornton for the Fiscal Year 2009 for all funds except that appropriations for certain individual projects shall not lapse at year end but continue until the project is completed or cancelled.     1. An Ordinance amending Section 10-161 of the Thornton City Code pertaining to mandatory fines for fireworks violations. (Second Reading) [500-CA]
    2. A Resolution adopting the Transportation Plan as a supplement to the 2007 Thornton Comprehensive Plan. [600-CM]
    3. An Ordinance establishing a temporary moratorium on the submission, acceptance, processing, or approval of any applications to the City of Thornton for any permit, license, plan approval, or other type of approval related to the operation of a business that possesses, cultivates, sells, dispenses, or transports medical marijuana pursuant to the Authority granted by Article 18, Section 14 of the Colorado Constitution; providing direction to City staff; providing for an immediate effective date of this Ordinance, and declaring an emergency. [600-GE]
