The standard agenda is in the form of a Web page, with links to individual minutes, resolutions, ordinances, etc., that are converted to PDF format. This format tends to be easier to read and navigate and loads quickly on all computer systems.
The agenda packet is the more "official" version of the agenda. It is entirely in PDF format and includes scanned documents. This makes the document much larger in both page length and system memory requirements. As such it can be prohibitively slow to load on a dial-up or slower modem connection.
