Thornton is a fast growing city — one that will continue to expand northward in the decades to come. With this growth comes the responsibility for careful planning. Thornton's Policy Planning Division, in concert with the City Council and citizens of Thornton, oversees this planning. More about Policy Planning.

  • January 10 - February 2, 2012:  The draft Health Impact Assessment (HIA) of the South Thornton Revitalization Subarea Plan is now available for public review and comment. Click here for more details and to download the HIA report.

The Thornton Comprehensive Plan

The Thornton Comprehensive Plan is an overall vision of how development should take place in Thornton, painting a picture of how the city will grow and where future development or redevelopment will occur.

The City updates the Plan approximately every five years to reflect the community's evolving planning needs. The City last updated the Plan in 2007. Therefore, the Policy Planning Division has begun the process of updating the 2007 Plan for completion in 2012.

Sustainability and Community Wellness

The City is committed to planning and fostering a sustainable and healthy community for current and future generations. The Policy Planning Division plays a primary role in these efforts by managing projects ranging from the 2008 greenhouse gas inventory to a new Health Impact Assessment of the south Thornton area. Master and Subarea Plans

In areas of the city where unique challenges and opportunities exist, the Policy Planning Division develops Subarea Plans to plan for future growth and development in a more detailed fashion. These documents supplement the Comprehensive Plan and are listed below.

Population and Demographics

Accurate and effective planning cannot take place without statistics to inform those decisions. The City of Thornton collects and studies population and demographic data relating to the city.
